行政院今(12)日宣布內閣改組，焦點在內政部長葉俊榮轉任教育部長，內政部長由行政院發言人徐國勇接任，國民黨文傳會副主委洪孟楷表示，關於此次內閣改組的人事異動，證實民進黨政府已經把此團隊定位成「選舉內閣」，大風吹式的換人，不但令人感到了無新意，而且心中沒有人民，一切只為選舉。
本次內閣改組幅度不小，包含教育部長由內政部長葉俊榮轉任；內政部長由原行政院發言人徐國勇出任，法務部長由原調查局長蔡清祥接任，交通部長則是由台灣港務公司董事長吳宏謀出任；財政部長由次長蘇建榮升任；行政院發言人由民進黨不分區立委谷辣斯．尤達卡出任；體育署長則是國立體育大學校長高俊雄出任；農糧署署長由主祕涂忠一升任；故宮博物院院長則由前文建會主委陳其南出任。
洪孟楷批評，徐國勇的政治性格色彩鮮明強烈，之前擔任發言人時為了幫閣揆、有爭議的閣員辯護不遺餘力，甚至創造出不少經典語錄，「黑的都能說成白的」，比大部分閣員都要搶戲，如今接任天下第一大部的內政部，更將坐實政治凌駕專業。
洪孟楷說，而教育部長懸缺四十多天，最後尋他千百度卻由葉俊榮擔任，代表民進黨政府的「拔管」操作太過粗糙，讓對教育工作有理想者都不願意跳火坑，因此只能從碗裡面挑人，但葉俊榮之前也被爆出赴陸講課等爭議，由他來掌管教育、並且繼續拔管，恐怕爭議仍會更大。
洪孟楷認為，交通部長賀陳旦則是從上任來爭議不斷，且一直是閣員滿意度後段班，此次換人應是民進黨政府順勢處理，創造停損點。但換來換去，選擇花媽人馬的吳宏謀，政治酬庸派系至上的痕跡，昭然若揭。
洪孟楷表示，總得來說，選在臨時會結束後內閣改組，但換上的都是政治導向的部會首長，為了年底選戰的目的不言可喻，但「選舉內閣」如果只是將資源做特定輔選，恐怕更會讓人民反感，蔡政府千萬別聰明反被聰明誤。
